38.9.4.11 Read IPC Time as STRING
Function to acquire the current time as a string (LPTSTR format)
from the defined station. This function is valid only with the time
stored in LS2048 (6 words).

Argument
sNodeName: The
station name is fixed as #WinGP.
pFormat: Retrieves
string as a time formatted string. Formatting codes following the
percent sign (%) are replaced with "Special Item."
Other characters are not converted and display as is.
osTime: Retrieves
time as a string (but when not enough space to receive string
length + 1 (Null) or more, an unexpected memory space damage will
occur. Make sure you reserve enough memory space to receive string
length + 1 (for the NULL character). If you don't reserve enough
space, you could experience unexpected data loss and operations may
not work properly.)
